trag, bf3 is not available on steam so you'll have to look elsewhere for discounts.
clit, bf3 is definitely harder than mw3. plus, there's not a douche sitting in every corner trying to get a killstreak. the overall gameplay experience of bf3 is much better.

trag, you can alternativly go on Origin (its like the steam store, but you are required to use it if you want to play bf3), and search for deals that may pop up from time to time.
at the moment, if you purchase bf3, you get 20 dollars off of any future game you would purchase from Origin. but to get a discount on the actual game, you gotta wait a long ass time for such a deal to appear considering its bf3
as for using ebay, you will run the risk of purchasing an unplayable game since every cd key is attached to an Origin account if used.
so basically, your best bet is to just buy the thing 60 bucks. granted, it may be a high price, but im sure can lay off small purchases for a week until your pay...
